Nobody has to use House Energy Rating software; it is an optional way to demonstrate compliance with the Performance Requirement. The use of the software has been an option in the BCA since 2003 and in the ACT and Victoria for longer. Most of the software currently available is being revised to further improve its flexibility and accuracy to what is termed “second generation” house energy rating software.
