Why do I have to apply for MassHealth?
HDAP is, by law, a “payer of last resort.” This means that HDAP cannot pay for your medications or health insurance if you are eligible for another program, such as MassHealth (Medicaid), that would pay for these services. HDAP funds are only for people who have no other way of paying for medications and insurance. HDAP therefore requires all applicants to apply for MassHealth unless they are categorically ineligible for MassHealth because of residency or incarceration status. Eligibility for MassHealth and other government health insurance programs is complicated, and HDAP cannot predict who will be eligible and who will not be eligible based on income alone.
