In version 9.19 of NetPBM, they changed the name of the ppmtojpeg binary to pnmtojpeg. It’s the same binary and serves the same purpose, but it’s got a different name. The precompiled binaries provided on the Gallery download page come with ppmtojpeg . The newer stuff that you might get comes with pnmtojpeg . Gallery tries really hard to figure out which one you have available and use it. However, security restrictions can make it impossible for us to tell for sure.
