Why do I get an error messages or garbage characters instead of apostrophes () or quotation marks/quotes (“)?
If you use an apostrophe, you may see ? instead. If you use a quote, you may see " instead. The use of apostrophes & quotes in certain fields in the CM/ECF system, such as the name and “free text” fields, has been known to cause problems which the developers are attempting to fix as soon as they are discovered. There is little indication that the cause of the problem is the use of an apostrophe or quote in the error messages that you receive; they are typically cryptic, but you may see ? or " instead of ‘ or ” in the final output (such as the docket sheet). If you get an error after you have been editing docket text, for example, check to see if you used an apostrophe or quote. Until this type of problem is completely eliminated, just note that apostrophes and quotes may cause problems and their use should be avoided if possible.
