Why do I get an error about writing a file when I reinstall the Toolbar for IE or the Deskbar for Windows?

While the Toolbar for IE or Deskbar for Windows are install they have a DLL file registered and used by Windows. When you reinstall the installer tries and copies the DLL again, but the current DLL is in use and Windows won’t allow the file to be replaced.
