Why do I get a blue image in the preview window of Netmeeting?

Because the current selected video source is not what you are actually using. You must tell the driver you want to use the Composite video input, if you are using a camera attached to it, or the right input connector of your video source. Unfortunately, NetMeeting does not provide such a dialog box to select it. To set the video connector to be used by Netmeeting, you must, before executing NetMeeting, select the right video connector input with another application (such as AMCap, inside wdmmiscutils.zip), adjust all the parameters of the image with that application (Color, Hue, Tint, Sharpness), then end that app. and start NetMeeting. That should do it!
