Because when they first started selling hot dogs, they did not come in a bun. The vendor supplied you with a glove so you wouldn’t burn your hands. Many patrons left and never returned the glove. The vendors then started putting the hot dogs in a roll so you wouldn’t burn your hand, you didn’t have to return anything as the roll was eatable. At that time, sausages were already being sold by the pound in a store, ten to a pound. The rolls were already ebing sold a dozen (12) to a pack. Thus is the reason why sausages and rolls are sold in different numbers per package.

I’m not sure about hot dogs, but I work in a bakery and we sell the hot dog buns in 6 packs and 8 packs.

The stores around here always sell hotdog buns in packages of 8. If you get the hoagie style buns they come in packages of 6 meant for making sandwiches.
