Why do hand sanitizers only kill 99.99% of germs?

First off, no company can guarentee that 100% of germs will be killed since like others have said that would be false advertising. Also, there will always be a percentage of the germs with a genetic mutation that is resistant to the disinfectant. After the 99.99% are killed, the .01 percent left over multiplies and now you have more disinfectant-resistant bacteria. So, in reality, by using all that hand santizer (if you use it constantly) you are just helping the bacteria become resistant to it.
