All Higher Education Institutions nationwide are required to implement the Framework Agreement for the Modernisation of Pay Structures. However, each may do so in a way that is most appropriate for its local needs. The adoption of the national 51 point single pay spine is compulsory but the grading structure attached to it is for local negotiation and therefore differs from one HEI to another.
