Why do farmers control the amount of fertiliser applied to the soil?

Not so much the farmers in control, rather DEFRA controlling the amount the farmers are allowed to use. Fertiliser is mostly nitrate based and when the run off gets into water courses it kills the fish and invertebrates whilst boosting the growth of weeds and algae. Over intensive use causes ecological damage.
