Why do faculty and staff get exceptions to the quota, but not students?

All changes to quotas are done manually. ITS does not possess the resources to manually manage individual quotas for 8,000+ students who may request such exceptions. Since the upgrade to Donsmail this should be far less of an issue for students as the quota was increasted from 20MB to 6GB.
