Why do Dubai hotels accept bookings from couples who are not married?

If the hotels in Dubai admit only couple that are married, its tourism industry wouldn’t have half the success it enjoys today. I find it very hypocritical for a country that freely hosts thousands of prostitutes to sentence to jail a couple who made out on the beach.
