I’m not sure what constitution you’re reading. I took constitutional law and I took income tax and I don’t remember anything about that. Just to be sure, I looked up a copy of the constitution and read every section where the word “tax” is used. Here’s the only relevant part: “Amendment 16 – Status of Income Tax Clarified. Ratified 2/3/1913. The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.” As for why we are in favor of welfare, it is because some form welfare is necessary for a healthy capitalist system. That doesn’t necessarily mean a handout. Government supported workfare is much more effective as an economic tool than simple handouts and its much less prone to fraud.
