All English Crime reports taken by any police authority have a section on Ethnicity. Not sure about Wales, Scotland and Northern Ireland. This is for government statistics as well as police reporting. This goes for any suspect, witness, victim or person reporting. If these are not answered by the witness, any suspect is asked in custody how they would class themselves, if of cause they are in any fit state to answer. If not or they refuse the custody record states Not stated and the Custody PS takes a note of how they appear to look, IE the old system of IC1, 2, 3 etc, but this has been updated.
