Cats flick their tails for MANY reasons. My mom has like twenty cats and I swear you’ll never know EXACTLY what they’re thinking so it’s kinda hard ta know what their actions mean FOR SURE, but for the most part if a cat has its’ ears back it’s pissed so if that’s when the cat is wagging it’s tail you might want to STAY AWAY! It could also be that the kitty’s playfull, if the kitty doesn’t hiss youre good : P Oh if they flick their tails fast by a wall n its not neutered its marking it’s territory!
