Bulk e-mail is heavily controlled by ISP’s who remove the accounts of people found to be sending in bulk.If you use your own ISP’s smtp server to bulk email, the user can find your smtp also, so they may send a complaint email to you isp. By using these open relays, they are extremely hard to track down and in most cases, they are never found. After sending many thousands of emails, the Open Relay will be shut down and the bulk e-mailer will just move on to another Open Relay.
