Why do bright star failures differ between the Brightness Checker and Sky Plot Tools?

There may be differences between the bright star failures in the Sky Plots (with blue hashed circles), the Brightness Checker output (text table linked from Automated Observation Report). These tools do not use identical inputs. Also, the Sky Plot gif shows only NUV bright stars but the Brightness Checker checks FUV, too. In all cases, the Brightness Checker output should be taken as truth.
