I have seen this so many times before in both Agency and Client sides and there are multiple reasons I have seen why companies do this. Agencies Increase Billable hours from clients – Engagement managers can get into the heads of marketers, and want to have multiple marquee images to keep billable hours up – Vast majority of these switches are actually counter-productive (especially in SEO terms) as the copy never really gets a chance to be indexed properly by the search engines. Clients: Busy work – marketers need to justify their positions at a company & will tie up development, analytical and creative design time to constantly swap out marquees to show to their managers that they are doing something It sounds incredibly cynical but I have seen a multitude of marquee swap campaigns managed by people who treat the analytical tracking side of it secondary to the graphical design and esthetical side of it, which is kind of backward – you should test all formats of imagery / text / call
