Why didn PWC change sooner?
When PWC became aware of the pending change, we began planning for water treatment modifications based on documented factors such as our quarterly TTHM levels. Unfortunately, even though we anticipated the new stricter requirements, we could not anticipate the effects of the drought had on organic levels within the Cape Fear River this summer, or the need for higher chlorine residuals within the distribution system following the terrorist attacks of 9/11/01.
