Why didn Bush Snr oust Saddam Hussein in the first Iraq war?

There was a point during the liberation of Kuwait where the US was pursuing the Iraqi military as they fleed from Kuwait into Iraq. My understanding is that the military asked George Senior if he wanted to send our military into Iraq and take them out. He answered no. Probably because it was out of scope. We were liberating Kuwait, not taking out Sadam. It probably would have been a better move to have taken out Sadam. Sadam continued to be a problem for the world. Clinton had to deal with him and then George W. It must be astronimically expensive to withdraw all of the troops and bring them and their equipment home. Then, a few years later, the US has to redeploy those troops and their equipment right back where they were and finish the job. It’s puzzling to me why people want us to withdraw. We are only going to have to redeploy again in a few years if we don’t finish the job now. History has taught us this.
