Basically Zimbabwe due to political unrest and widespread corruption was seen as apoor investment, South Africa is an exporter to Zimbabwe but not much is exported from Zim to SA. South African infrastructure is better and well maintained. Zimbabwe has no port therefore all industry relies on ropad and rail links. South Africa is more concerned with developing itself rather than the neighbours, understandably.
