A. We implemented a sewer and water project because we were operating under a Consent Order from the Department of Environmental Protection (DEP) of the State of Connecticut. The DEP had determined that POW was polluting Long Island Sound and required that we install sewers. We implemented a water system because our previous system was old and would need eventual replacement. It was far less costly and disruptive to replace the system at the same time that sewers were installed. The cost of installing water in conjunction with the sewers was estimated to be $1.5 million vs. $3.0-5.0 million if water were installed separately. The net expense to POW after grants from the DEP and CWC was $800,000.
