Why did Tsar Nicholas II summon a Duma to meet in 1906 (Russian history question)?
The Duma was recreated and instated by Nicolas II with the help of his head of internal affairs, Sergei Witte and in 1906 the tsarist government was under pressure from a revolution so he summoned a Duma to appease people calling for a more responsible government. Under Tsar Nicholas II people were experiencing an extreme famine and his ability to lead was called into question, the creation of the Duma bought him about another decade, but the Duma was ineffective because the Tsar refused to allow the Duma to appoint his advisors.
