Why did they start gluing the Information Cards on the outside of the outer bubble instead of keeping them sandwiched between thr outer and inner bubbles?

Believe it or not, no one seems to know. If they had kept the sandwich design, glue money could have been saved. As to why it was changed, my guess is that it had to do with a production problem or something to that effect. If anyone has solid information on this, please let me know!
