Well, he was the legally elected president of Cuba. Diplomatic relations with other countries do not depend on approving of their leaders. There is something called interfering in the internal affairs of other countries, which is not nice. The big reason why the US did not approve of Castro was his nationalizing American-owned businesses without compensating the owners.
