Why did the NTTA transition the President George Bush Turnpike (PGBT) and not the Dallas North Tollway?

The design of the Bush Turnpike made it more convenient and cost efficient to transition first. The transition will allow the NTTA to study the effect the change has on customers and will allow for modifications to be made prior to transitioning the more complicated Dallas North Tollway.
