After Hoover’s administration allowed the economic picture to get way out of hand and put the U.S. into a depression, the Roosevelt administration took matters into its own hands. It threw caution to the wind. THEN it adopted and adapted all kinds of programs. These were approved and subsidized by the Congress. Some of the programs were tested in the courts. Some were found to be within the scope and range of the law and Constitution. Others were not. The Roosevelt administration found “more than one way to skin a cat” and got around some of those rulings. People were hired. They were getting paid. THEN on Dec. 7, 1941 Pearl Harbor was bombed.
