Why did the Government reject the Shipman Inquiry’s proposal for all deaths to be referred to a medical coroner attached to the coroners’ service?

Answer Whilst we agree there needs to be more rigour in the oversight of death certification, it would be disproportionate to refer every death to the coroners’ service. We want coroners to focus on those deaths, which fall within their jurisdiction – the 25%, which require a post mortem and the 8% that lead to inquests. Our proposals for medical examiners to provide independent scrutiny for every death that is not referred to the coroner will achieve the required rigour.
