Why did the ferry sail from Manila?
It sailed from Manila because the condition at that time was deemed acceptable to the Captains standards at the time. There was only poor Seamanship on the part of the crew and lack of monitoring from its officer and Safety/Engine maintenance as well. thus, having an Engine Breakdown in the middle of an Angry Storm, making it sink! Not a big news really from the people who knows how to maintain a Seaworthy vessel.
