Fallen Angels are those who followed the Chosen One who is supposed to bring back the lost souls to God. Lucifer is the “Bright Morning Star” who is supposed to do that. But he was deceived by Satan. Satan is not Lucifer. Angels here and Lucifer were not real angels created by God, they were real people called by Him as His angels because of a mission He gave them and they failed.

In the war in heaven, 1/3 of the angels chose to follow Lucifer’s plan that he would come to earth and force all men to heaven — these were cast out. We are part of the 2/3 who supported Jesus Christ’s plan that he would be a sacrifice and we would have free will to choose.
