The timeframe, cost, and technical expertise required to design and construct a centralized water and sewer system are considerable, and the Board of the new District decided all that was beyond its limited means. To serve all the properties within District boundaries, including Northstar and Galactic Park, the District Board of Directors found it in the District s best interests to contract with a private company to provide the required water and sewer services.
