The health assessment questionnaire was expensive to administer and the incentive was also very expensive, costing about $12 million in subsidy for the next biennium. That being said, PEBP staff is pursuing a different approach in plan design for July 2010 that will encourage a culture of self-wellness with a less expensive incentive attached.
