David L. got the first one right. When Luthor and Superman were first introduced, they were both already adults and there was no origin or back-story given for Luthor other than that he was a criminal and a genius. (comics were pretty simple back then.) But Siegel and Schuster (who created Superman) had previously written a story that didn’t sell, called “The Reign of the Superman” about a bald villain! (His superpowers were all mental ones.) I guess they had invested a lot of emotional capital on the character and didn’t want their work to go to waste. Later on, when Superboy was created to sell more DC comics, they filled in the origin for Luthor. In later decades, they had him creating synthetic life and discovering a kryptonite antidote, which he WOULD HAVE give to Superman if he hadn’t lost his hair. He also blamed Superboy for the destruction of his synthetic life, which would have won him the Nobel Prize. In later years, he was just so consujed by hatred, it was sad and pathetic
