Piracy flourished everywhere, where possible. Not just in the Caribbean. The privateers from Dunkirk (Northern edge of France) were notorious. That is smack on the main shipping lanes of France, Britain and Holland and right on their doorsteps. In the Mediterranean and on the Atlantic operated the Barbary States (nowadays Morocco and Algeria) pirates. That was a much bigger problem. Caribbean pirates became more popular because more books have been written about them. And it is politically highly incorrect to even mention the Barbary States, let alone their pirates.
