The NRC has procedures for conducting environmental reviews [see NUREG-1748, “Environmental Review Guidance for Licensing Actions Associated with NMSS Programs”]. For fuel facilities requesting license renewal or modifications, our procedure is to begin with an environmental assessment to determine whether any significant impacts are identified. If significant impacts are identified, NRC will prepare a more detailed environmental impact statement. However, if none are identified, the environmental review is complete and no environmental impact statement is required.
