Why did Lincoln draft the Proclamation of Emancipation?
This proclamation only freed the slaves in those areas under Confederate control, and since the Confederates did not consider themselves to be a part of the United States it essentially did nothing except give the hard-core abolitionists that warm fuzzy feeling you get when you do a good thing. There was some hope that it would encourage Southern slaves to fight for the Union, but they would have had to escape to the North first.
