Because it was a frightful bother. Charles I generally believed in the divine right of kings, that is, that he was appointed by God to rule and that he should not therefore be accountable to a bunch of commoners. Even worse, they kept refusing to allow him to raise money by taxing people so that he could go to war and have nice shoes and things. James I managed it for a while but, luckily for him, he carked it in 1625. Charles, who succeeded him, really got on people’s nerves. And we all know how that turned out.
