Why did Gideon want Cannonball out of External affairs?

In X-Force (1st series) #15, X-Force defeated Krule and made plans to free Sunspot. Externals. Gideon contacted the team and made a deal with Cannonball. They would let X-Force have Sunspot if Cannonball would stay out of all External affairs. This deal, however, did not comply well with earlier scenes in which the Externals wanted Cannonball to join them.
