Why did DMV change the way it issues driver licenses, instruction permits and identification cards?
Oregon started issuing driver licenses, instruction permits and identification cards from a central location in the summer of 2007. This change was the result of legislation passed requiring DMV to send the cards to the address given by the applicant and use “facial recognition” software as a tool in the prevention of fraud.
