There have been several explanations for the 2006 relaunch, but they all boil down to two: 1. DC wanted to mark a new age in their comics, and both the Silver Age and the post-Crisis on Infinite Earths eras launched new Flashes. 2. Relaunches boost sales. As for 2007, speculation ranges from it being planned from the start, to it being a response to poor fan reaction and the rapid decline in sales after the previous relaunch.
