In the latter stages of the war its subject city states either left it or waere capturred by the Spartan league. Athens’ fleet – the instrument of its power – was captured in 404 BCE, the city invested and surrendered. It had no means of controlling other states, and importantly collecting the tribute which enabled it to keep a powerful navy.
