with HCO3 you usually increase the pH to 10 at the maximum but in small amounts it will precipitate heavy metalls in water, but wont keep the pH at 7. CO2 can not influence the pH in water just like that, it will maintain the pH at a lower value if you use both in combination, I have not tryed out, I wonder if it has any effect. NaHCO3 would be easier to control the pH.
