You can. It’s just that the waning crescent moon is only visible in the hours just before dawn, and most people aren’t up and out before dawn. Certainly, _I_ am rarely up and outside in the pre-dawn darkness without good reason, and astronomical observations are not, I’m afraid, a good enough reason any longer.
