Why can the Planning Board predict Town growth better?

In Boxborough, the Town Planner has worked out an accurate prediction of the town build out when all the land is developed according to the Zoning bylaws; so we have an accurate prediction of the ultimate town population. What we can’t predict is the slope of the population curve that gets us there. Every attempt we have made to forecast growth for more than a year has been stymied by the housing market, which seems to react randomly to interest rates, regional economy, national economy and the phase of the moon.
