Unless your 1450 has a serious internal engine problem (low/no compression, engine won’t turn, etc), a no-start condition is due to either no spark or no fuel. You must also have a fully charged battery that will turn the starter and engine with sufficient speed. Check spark at the plug first. No spark can be caused by bad spark plug, bad coil, dirty/bad ignition points or bad wiring. Check for 12V at + side of coil. Check points and gap if needed. Assure good spark first, and then troubleshoot fuel. Fuel is supplied to carburetor, via gravity from tank. A float and needle valve control fuel level in float chamber. Beyond that, there are metering jets and fuel transits that could be clogged.
