Why can people understand that withdrawing is the same as running away?

Just my opinion here, but “running” is trying to escape before even trying to solve a problem. Whereas “withdrawing” is more like walking away from a problem that is unsolvable, or which cannot be solved using the current methods. . The fact that hundreds of thousands of soldiers have been sent to a warzone, fought, and made a lot of progress — all in a war which was based on miscontrued intelligence and hidden agendas — means a withdrawal of forces wouldn’t be running away; it wouldn’t simply be a much-needed acknowledgement from the government that they aren’t always right, and that bombing countries isn’t always the answer…which could, hopefully, lead to a more progressive plan.
