A. The Vineland Adaptive Behavior Scale is a norm-referenced instrument and not a curriculum based assessment. Given the natural link between the general curriculum and the early childhood outcomes, Kansas decided to use curriculum based assessments as the focal tools required by the Office of Special Education Programs. Curriculum Based Assessment tools can be used to monitor progress on a frequent and regular basis, and therefore allow organizations the ability to make instructional decisions which can help individual children move closer to the desired outcome. Norm referenced tools were not designed to be used for frequent progress monitoring within the curriculum. Infant Toddler Networks and Local Education Authorites, however, can choose to use the Vineland or other such tests in conjunction with one of the required Curriculum Based Assessment tools if they so choose.
