Why can’t other inmates receive reentry assistance from CBI?

0

CBI is unable to provide a detailed profile of a person in prison or jail who hasn’t completed at least Tier 1. Parole panels and reentry agencies like to see that incarcerated persons are making good use of their time, finishing projects they start and actively preparing for reentry, and CBI can only report on these matters if a student has at least completed Tier 1. Moreover, if students complete Tier 1, they prove they are serious about reentry and are ready to enroll in CBI’s Graduate Studies Program (Tier 2), which deals specifically with reentry issues.
