• It is not always possible to reduce water levels in the fall. To do so may require extremely high outflows which, if implemented, might violate one or more of the Criteria in the Orders of Approval or result in significant harm to other affected interests. In addition, reducing water levels in the fall would allow no cushion for possible occurrence of low supplies in the spring.
