Why can I use white suckers as bait for fishing in the Missouri River System?

Eliminating white sucker as a legal live baitfish on all but one body of water (i.e. Red River) has helped reduce movement of suckers to other water bodies. It has also helped in enforcing bait regulations (fewer exceptions). There are other bait options available (power baits, etc.) that are legal on the Missouri River System. Lastly, past angler experience has shown that suckers are not needed to catch quality sized walleye and northern pike.
